Understanding the 70% Accountability Requirement of the MA-11 Medicaid Cost Report for the Medicaid Rate Increase

December 8 @ 10:00 am - 11:00 am

In this webinar, we will describe the new 70% Accountability Requirement that results from the Medicaid nursing home funding increase in the 2022-2023 state budget. Specifically, this requirement, which applies to full 12-month cost reports with reporting periods beginning on or after January 1, 2023, provides that nursing home providers must demonstrate that 70% of their total costs are for resident care and other resident-related costs as listed on the MA-11 Medicaid Cost Report. We will discuss the calculations including the specific references to the MA-11 Cost Report including Schedules A, B, and C. We also will provide sample calculations. In addition, we will discuss the penalties for not meeting the 70% threshold, as well as strategies to consider in order to meet the requirement.

Session Learning Objectives

  • Participants will learn the details of the 70% Accountability Requirement.
  • Participants will learn how to calculate the percentage and the relationship to the MA-11 Cost Report schedules.
  • Participants will learn the penalties for falling below 70%, as well as learn opportunities to help meet the threshold.
