PHCA Names Pete Tartline New COO/Executive Vice President

Tartline brings more than 25 years policy and public administration experience

HARRISBURG — Peter Tartline, an experienced policy and public administration leader in the public and nonprofit sector, has been named Chief Operating Officer and Executive Vice President of the Pennsylvania Health Care Association (PHCA).

“Adding a leader with the experience and knowledge that Pete possesses is incredibly valuable to our continued efforts to protect our state’s industry-leading nursing homes, assisted living facilities and personal care homes and ensure that Pennsylvania is ready to meet the needs of its growing number of elderly residents,” said W. Russell McDaid, president and CEO of PHCA. “For more than 25 years Peter has worked to improve the quality of life enjoyed by Pennsylvania’s residents. We’re excited to have him on our team and working on behalf of the more than two million residents over the age of 65 in our state.”

Tartline’ extensive experience in policy development and public administration in Pennsylvania dates back to 1988. Prior to joining PHCA, he most recently served as a senior consultant for Dering Consulting Group, a management consulting firm in Camp Hill that specializes in improving organizational performance. His areas of focus included performance management and improvement, and organizational development.

“Pennsylvania ranks fourth nationally in the percentage of our population who are seniors and the fastest-growing segment of our state population is 85 and older,” Tartline said. “Despite an increased demand for long-term critical care and increasing operating pressures, Pennsylvania’s approximately 700 nursing homes continue to provide high-quality, compassionate care to more than 80,000 frail, elderly and disabled residents.”

Prior to joining Dering Consulting Group, Tartline was the executive deputy secretary in the Office of the Budget under Gov. Tom Corbett. His experience in state government includes serving as the deputy secretary for administration with the Pennsylvania Department of Transportation (PENNDOT), serving as the deputy director of Gov. Tom Ridge’s policy office and serving as the chief of staff for Rep. Bill Goodling.

Tartline also taught management as an adjunct professor at Penn State University-Harrisburg, served as president and CEO of Technology Council of Central Pennsylvania (TCCP), and spent seven years working as an independent consultant for clients across the commonwealth.

A resident of Mechanicsburg, Tartline is active in his local community — serving as a scoutmaster, an admissions liaison for Gettysburg College, a youth football coach and board member and in his church.

Tartline holds a Master of Education from George Mason University and graduated from Gettysburg College in 1988 with a Bachelor of Arts in history. He and his wife Becky have two children, John and Anna.
