CMSCenter for Medicare and Medicaid Services

The Center for Medicare and Medicaid Services (CMS) is the agency within the U.S. Department of Health & Human Services that is responsible for administration of the Medicare program and works in partnership with state governments to administer the Medicaid program.

Beginning October 1, 2016 skilled nursing centers will be required to report information to CMS for the SNF Quality Reporting Program required under IMPACT (Improving Medicare Post-Acute Care Transformation) Act of 2014.

Payroll-Based Journal (PBJ)

Staffing Data Submission Reminder:  Electronic submission of staffing data through the Payroll-Based Journal (PBJ) is required of all Long Term Care Facilities in 2016. July 1 began the first date of data collection. Providers have up to 45 days to submit data from July 1, 2016-September 30, 2016. The last day to submit data for the quarter is November 14, 2016. ALL nursing homes are encouraged to register to submit data to prepare to meet this requirement and maintain compliance.

  • Step 1: Obtain a CMSNet User ID for PBJ Individual, Corporate and Third Party users, if you don’t already have one for other QIES applications (many users may already have this access for MDS submission).
  • Step 2: Obtain a PBJ QIES Provider ID for CASPER Reporting and PBJ system access

Section 6106, of the Affordable Care Act (ACA), requires electronic submission of direct care staffing (including agency and contract staff) based on payroll and other verifiable and auditable data starting one year from enactment Also required by the ACA is data submission on census. Collection of this data will take place by way of the Payroll-Based Journal (PBJ).
