MA Bulletins for Nursing Facilities

The Department of Human Services (DHS) issues Medical Assistance (MA) Bulletins to communicate information to participating providers. MA Bulletins are used to provide clarifications and interpretations of existing policies and regulatory provisions and to provide notification of revisions being implemented to current practices.  MA Bulletins are numbered in a manner to reflect which providers the bulletin applies to; for example bulletins with a number that starts with a “99” apply to all MA providers and bulletins with a number that starts with “03” or “36” apply to “extended care facilities”, which includes nursing facilities.

03-07-10 Nursing Facility Documentation Requirements for Movable Equipment That Is Rented or Leased

To remind nursing facilities that the acquisition cost of movable property that is rented or leased is an allowable cost only if certain requirements at Title 55 Pa. Code section (1187.61(e)) are met.

03-10-01 Electronic Submission of the Cost Report (MA-11)Form for Reporting Periods Ending 12/31/09 and Thereafter

The purpose of this bulletin is to notify nursing facilities of the release of the revised Financial and Statistical Report – Form MA-11 (MA-11). The revised MA-11 incorporates modifications to certain instructions, supporting document descriptions and to specific cost report schedules and also includes additional schedules and instructions which are specific to county nursing facilities. Use of the revised cost report (MA-11) will be mandatory beginning with the periods ending 12/31/09 and thereafter.

03-10-43 Payment for Non-Emergency Transportation Services

The purpose of this bulletin is to clarify who is responsible for payment of medically necessary non-emergency transportation services provided to Medical Assistance (MA) recipients residing in MA participating nursing facilities.

03-14-08 Preventable Serious Adverse Events in Nonpublic and County Nursing Facilities

The purpose of this bulletin is to identify Preventable Serious Adverse Events (PSAEs) for nursing facilities that are enrolled in the Medical Assistance (MA) Program and to notify those facilities how they may fulfill the obligations not to knowingly seek payment from the MA Program for PSAEs or for services required to correct or treat PSAEs.

03-14-12 Revised Target Resident (MI, ID, ORC) Reporting Form (MA 408)

The purpose of this bulletin is to issue a revised Target Resident (MI, ID, ORC) Reporting Form (MA 408). The revised MA 408 (MA 408 3/14) replaces the MA 408 (MA 408 3/04).

03-15-04 Revised Pennsylvania Preadmission Screening Resident Review Identification (Level I) Form (MA 376)

The purpose of this bulletin is to issue a revised Pennsylvania Preadmission Screening Resident Review Identification (Level I) form (PA-PASRR-ID). The revised PA-PASRR-ID replaces the PA-PASRR-ID (Bulletin 01-14-13, 03-14-10, 07-14-01, 55-14-01) dated March 1, 2014.

03-15-05 Revised Pennsylvania Preadmission Screening Resident Review Evaluation (Level II) Form (MA 376.2)

The purpose of this bulletin is to issue a revised Pennsylvania Preadmission Screening Resident Review Evaluation (Level II) Form (PA-PASRR-EV). The revised PA-PASRR-EV replaces the PA-PASRR-EV (Bulletin 55-14-02) dated March 1, 2014.

36-00-03 Admissions Notice Packet (MA 401)

The purpose of this bulletin is to inform providers of a change in the current procedure for filing the “Admissions Notice Packet” (MA401).

36-95-01 Reimbursement of Nurse Aide Training and Testing Fees

The purpose of this bulletin is to formalize policy that has been implemented since October 1990 and to issue procedures describing the method for reimbursing individuals who are trained and tested as Nurse Aides.
