DHS Regulations for Skilled Nursing Facilities

The Department of Human Services (DHS), Office of Long-Term Living (OLTL) is, among other things, responsible for the Medical Assistance (MA) certification/enrollment of nursing facilities, the establishment and processing of nursing facility payments (both per diem and lump sum payments) the issuance of notices and regulatory amendments, the submission of state plan amendments to CMS related to nursing facility payments, cost report audits, financial and utilization review of MA nursing facilities, and bed requests related to the addition of new NF beds, NF bed transfers and NF replacement beds.

The Department of Human Services, Office of Income Maintenance is, among other things, responsible for the MA financial eligibility determination of individuals in need of long-term care services and supports.
