In addition to providing comments to DHS released documents, PHCA has been meeting with DHS to work through issues and concerns and gather answers to provider questions regarding the transition and implementation of CHC. Although there are many unaddressed issues and unanswered questions PHCA has developed a document that provides a comprehensive update on many of the topics of interested to PHCA members including questions and answers (if available) on reimbursement, provider enrollment, readiness review, etc.

Evaluation Plan: Draft multi-year evaluation plan for CHC developed by the University of Pittsburgh. The purpose of the plan is to provide an independent assessment of the implementation and outcomes of the program and to complement other oversight and quality assurance activities that will be conducted by DHS, Office of Long-Term Living.

HCBS Waiver Applications: DHS published in the April 23 issue of the Pennsylvania Bulletin, for public review and comment, the proposed CHC 1915(c) home and community-based waiver application.
Independent Enrollment Broker: Request for Proposal to procure an entity to function as the Independent Enrollment Broker (IEB). The IEB is a contracted statewide entity that will facilitate and streamline the eligibility/enrollment process for applicants seeking services for several Pennsylvania waivers/programs, including CHC.
